When applying for a job, in accordance with Article 65 of the Labor Code, the applicant is required to present a military ID. In practice, candidates may evade this obligation, citing the fact that the military ID is in the military registration and enlistment office, is lost, there are no forms, etc. In this case, the employer may refuse to conclude an employment contract with the applicant, at least until all documents. The employer can also meet halfway and take a written receipt from the future employee, which indicates the deadline for submitting the document.

Another option is to independently contact the military registration and enlistment office at the place of registration of the employee with a request about his status or with information about the absence of the appropriate documents and marks on the already accepted employee.

In any case, the absence of a military ID must be recorded in writing in order to protect the company from administrative liability for violating the requirements of the law on registration of military personnel.

When concluding an employment contract, the employer is obliged to check the presence of a mark of registration in the military registration and enlistment office at the place of residence in the passport, a valid military ID or registration certificate. Nonresident workers are required to report to the military registration and enlistment office within 2 weeks from the date of receipt of temporary registration. Reservation of citizens in reserve (GPZ)

Its goal is to provide personnel and labor resources during the period of mobilization and in wartime. In order to improve the maintenance of military registration and reservation of citizens who are in the reserve and working in the supreme courts of republics, regional and regional courts, courts of federal cities, courts of the autonomous region and autonomous districts, district courts, military courts, in the system of the Judicial Department under the Supreme Court Russian Federation, I order:

1. Approve and put into effect the attached Instructions for the organization and maintenance of military registration and reservation of citizens who are in the reserve and working in the supreme courts of republics, regional and regional courts, courts of federal cities, courts of the autonomous region and autonomous districts, district courts, military courts, in the system of the Judicial Department at the Supreme Court of the Russian Federation (hereinafter referred to as the Instructions).

2. The chairmen of the supreme courts of republics, regional and regional courts, courts of federal cities, courts of autonomous regions and autonomous districts, district courts, military courts, heads of departments (departments) of the Judicial Department in the constituent entities of the Russian Federation, by January 31, 2005, organize study the Instructions by those responsible for organizing military registration of all categories of working citizens subject to military registration and reservation of citizens in the reserve, and ensure compliance with the requirements provided for therein.

3. Control over the implementation of this Order shall be entrusted to the Deputy General Director of the Judicial Department at the Supreme Court of the Russian Federation - Head of the Main Directorate for Supporting the Activities of Military Courts A.A. Slotyuk.

RESPONSIBILITIES OF CITIZENS FOR MILITARY REGISTRATION, MOBILIZATION TRAINING AND MOBILIZATION

I. Responsibilities of citizens regarding military registration

3. Citizens who have received mobilization orders or summonses from the military commissariat are obliged to fulfill the requirements set out in them.

II. Organization of a reservation system for citizens staying in reserve

The work on the BGPZ is carried out by the following bodies:

Interim Internal Affairs Committee on issues of BGPZ and the working apparatus that ensures its activities;

territorial commissions (TC) of the SRF (NW) for the BGPZ of the Armed Forces of the Russian Federation (RF Armed Forces), federal executive bodies (FOIV), which have reserves and work in local self-government bodies and organizations, and the working apparatus of these commissions;

district commissions (RC) of local self-government bodies (NW) for the BGPZ of the Armed Forces of the Russian Federation, federal executive authorities, having reserves and working in local self-government bodies and organizations, and the working apparatus of these commissions;

BGPZ divisions in the Federal State Educational Institution and in organizations;

Ministry of Defense of the Russian Federation (military commissariats);

Federal Security Service of the Russian Federation and its agencies;

military registration units (MRU) of organizations.

The management of the work on BSPP in the Russian Federation is carried out by the Interim Internal Affairs Committee on BSPP issues.

The Interim Internal Affairs Committee on issues related to the BIPP is formed by a decree of the President of the Russian Federation, which also establishes the procedure for organizing work on the BIPP. The regulations on the Interim Internal Affairs Committee on issues of the BGPZ and its personnel are approved by resolutions of the Government of the Russian Federation.

The Labor Code is formed by the decision of the head of the administration (government) of the SRF. Its composition and functions are determined by the regulations on the Labor Code of the SRF, which is approved by the head of the administration (government) of the SRF after agreement with the Interdepartmental Committee on issues of the SRF.

In municipalities (MU), management of the work on BGPZ is entrusted to the corresponding district (city, district) commission (RC). The RK is formed by the head of the district municipality (administration). The composition of the RK and its functions are determined by the regulations on the RK, which is approved by the head of the district administration after its approval by the Labor Committee.

The working apparatus of the Republic of Kazakhstan is formed as a unit for the BGPZ as part of the mobilization body of the district administration. The number of working staff of the Republic of Kazakhstan must be at least 2 people. The personnel composition and functional responsibilities of the employees of the working apparatus are approved by a resolution of the head of the local self-government after agreement with the Labor Code.

The personnel composition and functional responsibilities of the organization’s VUP employees are determined by order of the organization’s head.

Responsibility for organizing the work to carry out the tasks assigned to the State Military Unit, local self-government and organization of military registration (VU) and BGPZ, the correctness and completeness of the reservation lies with the heads of the relevant bodies and organizations.

If an employee of the VUP temporarily leaves (on vacation, business trip, for treatment, etc.), the head of the organization appoints another employee to perform duties for the VU and BGPZ.

In this case, the newly appointed person is provided with all the documents necessary to perform this work, including:

forms of special VU in form N 4;

personal registration cards of military personnel and citizens subject to conscription for military service, according to forms N T-2 and T-2GS;

other documents necessary for the work of maintaining the VU and BGPZ.

The main functions of the VUP (or specially appointed employees) for BGPZ in organizations:

maintaining the educational qualifications of working (students) of the Civil Defense Forces and citizens subject to conscription for military service, according to the standards, methods and forms established by the International Military Commission on issues of the Civil Defense Forces, the Russian Ministry of Defense, Rosstat;

filling out and submitting to the Military Commission at the location of the organization the documents necessary to grant a deferment from conscription for military service upon mobilization and in wartime, the Civil Defense Forces of the RF Armed Forces;

issuance in the prescribed manner of documents on deferment from conscription for military service to reserved military personnel;

development and submission to higher authorities of subordination of substantiated proposals for draft lists of positions and professions (Form No. 1) and relevant information on the number of employees and reserved gas stations (Form No. 1a);

in special cases, sending to higher authorities of subordination applications for the provision of personal deferments from conscription to military service by the Civil Defense Forces (forms No. 2 and 2a);

submission in the prescribed manner of the necessary information and reporting on the work being carried out on the BGPZ;

development of action plans for the presentation of certificates of deferment from conscription for military service to reserved military personnel (Form No. 15) and compilation of lists of authorized persons from the structural divisions of the organization for the presentation of certificates;

conducting a systematic analysis of the wartime provision of organizations with labor resources from among the GPP and preparing proposals on this issue, drawing up plans for replacing specialists leaving during mobilization and in wartime (Form No. 16), developing and implementing the necessary measures to train personnel to replace the GPP, subject to conscription for military service.

On issues related to the BGPZ, the VUP of organizations interacts with the FOGV, the Executive Inspectorate of the SRF, the Labor Committee, the Republic of Kazakhstan and the VK.

Organizations dealing with gastrointestinal diseases must have the following information:

the total number of citizens working in the organization;

the number of working citizens required to fulfill the billing year plan;

the number of GPZs that have mobilization instructions and are subject to conscription for mobilization;

the number of gas stations intended to staff special units;

the number of reserved GPZs remaining to work in the organization during the period of mobilization and in wartime;

the number of GPZs that can be moved to positions in place of GPZs subject to conscription upon mobilization;

the number of drivers leaving with and without supplied equipment, and the number of drivers remaining in the organization.

The basis for carrying out work on BGPZ for the period of mobilization and during wartime in the organization is:

the presence of mobilization tasks (orders) for the supply of products (performance of work, services) for the state needs of the Russian Federation, established by decisions of the President of the Russian Federation, the Government of the Russian Federation and federal executive authorities, placed on an agreement (contract) basis and financed during the period of mobilization and in wartime for federal budget account;

the presence of mobilization assignments (orders) for the supply of products (performance of work, services) for the state needs of the SRF, established by decisions of the Executive Directorate of the SRF, placed on a negotiated (contractual) basis and financed during the period of mobilization and in wartime from the budgets of the SRF;

the presence of mobilization tasks (orders) for the supply of products (work, services) for local needs, established by decisions of local self-government bodies, placed on a negotiated (contract) basis and financed during the period of mobilization and in wartime from local budgets;

participation in the implementation of mobilization tasks (orders) for the supply of products (performance of work, services) for the state needs of the Russian Federation, the SRF or for local needs for cooperation;

the presence of wartime tasks within the powers of organizations established by the FOGV or JIV SRF or local self-government bodies, financed during the period of mobilization and in wartime from the relevant budgets;

continuation of activities in wartime in the interests of ensuring the defense of the country and the security of the state, the livelihoods of the population and the sustainable operation of government bodies, local self-government bodies and the economy, confirmed by decisions of the Federal State Institution, the Executive Directorate of the SRF and the local self-government government.

Decisions on the organization of work on BGPZ in organizations during the period of mobilization and during wartime are made by the Interim Internal Affairs Committee on issues of BGPZ, FOGV, Labor Code of the SRF based on the specified criteria.

With the announcement of mobilization, leaders are obliged to:

provide reserved military personnel with certificates of deferment from conscription for military service upon mobilization and during wartime;

within 7 days, submit to the Military Commission at the location of the organization in the prescribed manner blank forms of special military registration (Form No. 4), certificates of deferment from conscription for military service that were not handed over to the reserved GPZ of the Armed Forces of the Russian Federation, certificates of deferment from conscription for military service on mobilization in wartime (Form No. 9).

The granting of deferments from conscription for military service of the Civil Defense Forces in wartime is carried out taking into account the following features:

deferments from conscription for military service issued during mobilization and in wartime remain in force provided that the civil servants continue to work in those positions for which they were granted deferments from conscription;

from the first day and for the entire period of mobilization, the BGPZ, called up for the mobilization of the Russian military organization of ages, which in peacetime for some reason were not reserved within the time limits established by the Instructions, is terminated...;

persons previously declared unfit for military service, if found fit for military service during medical re-examination, are subject to reservation on a general basis;

persons dismissed from military service in a military organization of the Russian Federation in wartime for health reasons with an indication of the period for medical re-examination, if they are recognized as fit for military service after the specified period, are not subject to reservation.

Documents on maintaining military records and reservations in organizations

Each organization develops and maintains the following documents:

1. Option of the Order "On the organization of military registration and reservation of citizens in reserve."

2. Work plan for the implementation of military registration and reservation of citizens in the reserve.

3. Plan for notifying citizens in reserve when mobilization is announced.

4. Plan for the replacement of specialists called up for military service upon mobilization and in wartime (Form No. 16).

5. Action plan for the delivery of certificates of deferment from conscription for military service during mobilization and in wartime to citizens in the reserve (Form 15).

6. List of those authorized to deliver certificates of conscription deferment (Form No. 4) to reserved citizens who are in the reserves.

7. Statement for the issuance of certificates of deferment from conscription for military service upon mobilization and in wartime to reserved citizens who are in reserve (Form No. 9).

7a. Statement for the issuance of certificates of deferment from conscription for military service (Form No. 4) to those authorized for delivery to reserved citizens in the reserve (Form No. 10).

Maintaining military records in organizations can be carried out in the Zarnitsa-M Automated Control System, combined with military commissariats.

A report on the work carried out on military registration and reservation of citizens in the reserve is provided once a year according to Form No. 6 established by the MVK (Appendix No. 23). The deadline for submission to the Judicial Department of the Supreme Court of the Russian Federation is January 15 of the year following the reporting year.

    “I urge you again to accept me as a volunteer. I work in the Hydrographic Department of the Northern Fleet. I have a reservation, but once again I ask you to cancel it and send it to any front.” This statement, written in ink on August 21, 1941 by a certain I. N. Trifonov, is presented in the exhibition of the regional museum of local history. Nearby lies another, from the same year - from 16-year-old Nikolai Volosevich, with a request to accept him as a volunteer in the Red Army: “... and I will carry out the orders of the commanders without any arguing.”

    The history of military commissariats in our country began with the Decree of People's Commissars. The main task of the new institution was to create a professional army that could defend the Fatherland, said Irina Lisovaya, deputy chairman of the regional committee for culture and art, at the opening ceremony of the exhibition. - Naturally, the path of the commissariats is inextricably linked with the history of the country’s Armed Forces. Over the long 80 years there have been different periods, calm and not so calm.

    In the first days of the Great Patriotic War, citizens were mobilized into the ranks of the Red Army as soon as possible. In the Murmansk region, more than 30 thousand people joined it. Military registration and enlistment office employees recruited and trained volunteers. In the post-war years, the main tasks became the registration and employment of former soldiers.

    It was the military registration and enlistment offices that were engaged in recruiting detachments to fulfill international duty in Afghanistan and Chechnya, to eliminate the accident in Chernobyl. Now the main functions include mobilization, conscription work, and patriotic education of youth.

    - “The historical path of the military commissariats of the Murmansk region” is not just an exhibition, it is a real project. “Very interesting, and without the participation of the military registration and enlistment offices of our region, it would not have taken place,” Elena Khimchuk, director of the regional museum of local lore, took the floor. - Most of the exhibits were provided by people in uniform. And objects and documents from our collections complement them very harmoniously.

    On the walls of the exhibition hall there are photographs taken in different years. For example, visitors can see footage from the early 30s of the last century: training young people in military affairs in Kandalaksha, training fees in Murmansk, studying a heavy machine gun during military classes in the regional center. And on the other wall are modern chronicles: photographs of search expeditions and the improvement of military graves, the acceptance of young northerners into the Youth Army. All this is also part of the military registration and enlistment office work.

    The exhibition turned out to be very eventful. We spent quite a long time selecting materials for it, involving public figures who provided exhibits from personal archives,” said Oleg Shevelev, deputy regional military commissar. - Over three years, more than 16 thousand conscripts were called up in the region. This is what, as they say, lies on the surface of our work. But much remains in the shadows. For example, recently we have been actively searching for the dead, holders of undelivered awards.

    Young Army members who came to the opening ceremony of the exhibition listened attentively to the speakers and looked at the exhibits. Perhaps the most favorite part of the exhibition among visitors was the corner of the military registration and enlistment office: a table on which there was an old telephone set and a typewriter. Young northerners happily took pictures with these objects, trying to mentally imagine what it would be like to type text on such a device.

    Each exhibit must be carefully examined and the documents read carefully,” Elena Oresheta, a specialist in expeditionary and exhibition activities of the museum, shared her opinion. - Pay attention to this heavy folder. This is a book of funeral notices from the Kirov military registration and enlistment office for the period from June 22, 1941 to July 1, 1942. And here is the information from the regional military commissariat, sent to the secretary of the Murmansk regional committee of the All-Union Communist Party of Bolsheviks, Maxim Starostin, about the mobilization of more than 13 thousand people to form the Polar Division. Among them were workers of enterprises and institutions, skiers, and prisoners.

    By the way, during the commission selection, the overwhelming majority of prisoners - 80-90 percent - expressed a desire to immediately go to the front. In total, from June 23, 1941 to April 1, 1944, almost 12.5 thousand prisoners were drafted from our region.

    The modern part of the exhibition is illuminated not only by photographs. Thus, the rack displays travel bags with hygiene items, daily food rations, and a demobilization album. On the mannequins, which also have a place in the hall, visitors will see military uniforms of various branches of the military.
