Zebra TV has learned that Vice-Governor Mikhail Kolkov is today organizing an unofficial closed farewell to those people with whom he most often came into contact on duty in the Vladimir region.

The editors turned to the vice-governor in charge of the social sphere for comments. Mikhail Kolkov said that he currently continues to fulfill his duties until the end of the term of office of Governor Svetlana Orlova. Let us remind you that the inauguration of the new governor of the Vladimir region, Vladimir Sipyagin, is scheduled for Monday, October 8. On this day, the powers of Governor Orlova will end.

Vice-Governor Kolkov emphasized that he would work until the last day. For example, today, Thursday, October 4, he is holding a large meeting on the results of the summer health campaign for children.

Kolkov diplomatically chose not to talk about the prospects for his future work. But he said that his years of work as vice-governor in the Vladimir region were interesting and fruitful. Mikhail Kolkov expressed gratitude to everyone with whom he crossed paths on duty, noting that in region 33 he met many interesting people who were passionate about their work.

Kolkov noticed that he had accumulated a sufficient number of unfilled vacation days, which he plans to use in the near future. And he does not rule out that after his vacation, most likely, he will not return to the Vladimir region.

Mikhail Kolkov asked to separately mention that, as a matter of principle, he does not comment on information about possible resignations and appointments. And he asked to treat this position with understanding, and also not to interfere with the new governor forming his team, since this is a very difficult process.

Let us recall that Mikhail Kolkov was appointed vice-governor in charge of medicine, education, culture and social support of the population in April 2013, becoming one of the first Varangians in the team of Svetlana Orlova, who had just arrived in the Vladimir region as acting governor.

According to observers, during the 5 years of work as social vice-governor, Mikhail Kolkov achieved the greatest success in the field of culture, which was closest to him. Kolkov attracted Moscow artists to the 33rd region, supported most art events and, by his own example, drew attention to culture, for example, he was not afraid to appear in costumed images of various characters, which the media gladly reported.






But in the healthcare sector over 5 years it has not been possible to achieve visible changes. Despite more intensive renovations of hospitals and clinics, the introduction of modern technologies in registries, and the attraction of doctors to the region through various programs and benefits, health care problems have remained very painful for the majority of ordinary patients.

Well, in the field of education and social support for the population of the Vladimir region, under the leadership of Mikhail Kolkov, one might say, stability was maintained - without significant breakthroughs and achievements, but also without high-profile scandals and failures.

Deputy Governor of the Vladimir Region for Social Policy Mikhail Kolkov is leaving his post. In a telephone conversation, he explained that on September 28 he wrote a letter of resignation and went on vacation.

I will leave the area. As of tomorrow, I am no longer Deputy Governor for Social Policy, so my role, which lasted more than five and a half years, is over. “I want to express my gratitude to my colleagues for their fruitful work over these years, including the employees of Gubernia 33,” said Mikhail Kolkov.

Tomorrow Mikhail Yuryevich will be at the regional administration. He noted that when he leaves, he will try to maintain continuity, since “the social sector is an enterprise of a continuous cycle. It is important to preserve what has been achieved,” summed up Mikhail Kolkov.

Let us recall that since 2013, the deputy governor for social policy has been in charge of medicine, education, culture and social support, sports, tourism, youth policy and much more. With his direct participation, numerous programs were implemented in potentially the most problematic areas. The development of a network of first aid stations, the renovation of clinics, cultural centers, the “50 plus” movement, amazing music, theater and film festivals, the creation of a new cultural reality in the region, new achievements of our athletes - all this is his colossal merit.

And Mikhail Yuryevich will definitely be remembered for his extraordinary approach to business. The creative nature was looking for a way out in everything. He could easily become the co-host of the intellectual Professor Vyazemsky in the TV show “Smart Men and Clever Girls,” or he could, during the scientific and educational dialogue “The Adventure Genre in Literary Culture,” appear before the public in the image of the hero of the novel by Rex Stout - private detective Nero Wolfe or Festival "Marathon of Science" to appear in the image of the hero of "Star Wars" Darth Vader.

The region's vice-governor Mikhail Kolkov was one of Orlova's two first associates who appeared in region-33 after the appointment of Svetlana Yuryevna as acting governor (the second was his colleague, now the vice-governor and chief of staff of the AVO Sergei Nevzorov. - Ed.). Despite the obvious publicity of his position, none of the Vladimir media had until this moment had a chance to get a detailed and exclusive interview with Kolkov. But "BB" did it! And we learned that Kolkov began his acquaintance with our region with pickled Suzdal cucumbers...

Mikhail Yuryevich, what did you do before the Vladimir region?
- For many years he worked in the Federation Council as the head of the apparatus of the Budget Committee, deputy head of the secretariat. By first education, he is a physicist. Graduated from the Department of Radiophysics at Moscow State University. He worked on such obscure things as gas discharge electronics and detection of high-frequency signals in the plasma boundary layer. And to make this clearer to the general public, he popularized science for many years and gave more than one thousand lectures in the Knowledge Society. The first - in 1980.
Back in my school years, I was amazed by the “Obvious-Incredible” program, taught by Professor Sergei Kapitsa. This prompted me to study science and enter Moscow State University.
And in my life, the class teacher, history teacher, who later became the director of a Moscow school, Vyacheslav Sergeevich Pokrovsky, played a big role. He taught me that the world is not black and white, but multicolored.
- How did you meet Svetlana Orlova?
- The first meeting with Svetlana Yuryevna took place a long time ago. She was then still a deputy of the State Duma of the first convocation. I came to present the bill to the Budget Committee. That meeting made a deep impression. I was amazed at how sincerely and emotionally she cared about the outcome of the work.
- What is the difficulty of supervising the social sphere?
- Supervising the social sphere is difficult for anyone, regardless of previous experience. You don't know what awaits you every day. The scope is wide and multifaceted. It involves solving accumulated problems. Healthcare, education, science, social protection - all these are quite intensive sectors, and a lot of events take place in them. Well, there is a lot of work - after all, social payments alone amount to about two billion rubles. There are many categories that require special protection measures and support. A very special topic is motherhood and childhood.
- Who needs to be supported the most today?
- Those who do a lot themselves. Talented teachers, doctors, social workers, athletes, cultural workers... We need to support responsible parents. So that there would not be such egregious cases when a drunken mother did not keep an eye on the child who got to the garbage can, leaned over there and choked.
Large families, by the way, are for the most part responsible and “pull out” children. Often - despite life circumstances. So a large family does not mean socially disadvantaged.
The topic of children's life and health is very relevant. This is improving the quality of medical care and recruiting qualified specialists. There is a particularly shortage of pediatricians in our region.
It is necessary for parents to be more attentive to their children. We have dozens of cases of death of children, seemingly from quite prosperous families - but the kids drown, fall out of windows, suffocate in locked cars. These are cases that a doctor or social worker cannot prevent. Nowadays there are many threats - both man-made and those coming from unkind people. Children are at greater risk than others. Their life and health must be protected and insured, first of all, in their families. Although public opinion often shifts responsibility to social services.
Every child's death is a cause for bitter reflection. In a recent case, a 6-month-old child choked on his own vomit and died. We collect commissions and investigate every case. We search and find the culprits. We publish warning articles, videos, appeals, letters and memos. But all this is enough to increase people’s attention for two weeks.
- How is getting acquainted with our region going?
- The first acquaintance happened many years ago, when, having arrived in Suzdal for one day, I bought a hot pie with potatoes and a pickled cucumber from my grandmother. I will remember this delicious taste for the rest of my life!
I look at Vladimir society with great interest. I am studying Vladimir's character. Historically, one of the capitals of Russia was located here, and taking into account the Aleksandrovskaya Sloboda, even two. Vladimir rose from the ashes 18 times. Who was there: princes, warriors, peasants, artisans, representatives of the Golden Horde... Involuntarily, you begin to communicate carefully, with caution, and ask more than once about what interests you.
When you walk through the city center, you feel a special spirit. Largely thanks to the remarkable architect-restorer Igor Stoletov, who managed to preserve the historical center and protect it from mass development.
I can’t say that I learned everything about the Vladimir region. Although she reveals some secrets quickly, since she is very bright. I continue to make discoveries to this day. Special places, cities... You find new slices, dimensions, meaning in them. For example, every time I see the Spaso-Evfimiev Monastery in Suzdal in a new way. I fell in love with the light forests of the Sudogodsky and Gus-Khrustalny districts.
- This year we have had many bright events in culture. What else would you like to do?
- People in Vladimir are already accustomed to large-scale events. But in the Year of Culture, actions on a national and international scale were successful, setting a new level. Let's take the "Musical Expeditions" project, the vibrant "Golden Ring" festival, the visit of Spivakov and "Moscow Virtuosi", Matsuev's concerts... The theater festival jury appreciated the transformation of the regional drama theater, which occurred thanks to the support of Svetlana Orlova: comfortable chairs, a new curtain, a ventilation system , apartments for artists. The theater is one of the main objects of the region, a venue for significant events.
The plans for the work of the regional Palace of Culture, the Philharmonic, and the theater would be an honor to anyone in Moscow.
I try to ensure that in a city with a certain level of self-awareness - and Vladimir is just such a city - the theatre, university, philharmonic, Palace of Culture, museum, library are city-forming objects. After all, the fullness and quality of people’s lives largely depend on them. By the way, this year expenses for cultural development have increased by 40% compared to 2013. The plans are to put all 200 rural clubs in the region in order.
- What are the main tasks in education?
- The government today is “unfolding” from kindergartens to schools. The region's goal is to build a new school per year. Update needed! A federal program “Dilapidated and Disrepair Schools” is needed. After all, we have many schools that are 100 years old or more. We also need a modern base. We will continue to work to improve the situation in rural and urban schools.
In higher education there is a real orientation towards production. Creation of resource and engineering centers where training can be done using modern equipment. The Ministry sets serious tasks for universities. Tightens requirements for provision of resources and space. The emphasis is on universities, which can solve their own problems by interacting with large enterprises, without relying on the budget. But in this sense, humanitarian and pedagogical areas suffer...
- Your attitude towards supporting gifted children.
- I am very concerned about the preparation of talented children. After all, this is our greatest resource! We recently teamed up with Yuri Vyazemsky, the host of the “Clever Men and Smart Girls” program on Channel One, to expand this movement. We have scholarships “Hope of the Vladimir Land”. Various forms of support for children striving for knowledge must be developed in every possible way. With all our efforts and means! There must be a system for selecting and recognizing talent. Now this is not enough in the country. For example, the residents of Chukotka, who have a fine sense of line, make excellent bone carvers, masters of applied arts, and they are often attracted to mathematics. But you can’t hold everyone to the same standards!
The development of specialized classes is very important. By the way, specialized “medical classes” perform well in Vladimir. Children need to be clearly demonstrated the technological capabilities of new equipment, design, and invited to participate in projects, for example, in the all-Russian program “Lift to the Future.” The main thing that needs to be achieved in school is to change the relationship between the teacher’s numerous reports and live communication with children.
- How do you relax from hard work? Your hobbies? Do you manage to find time for your family?
- I love theater, cinema, books. I love communicating with actors and creative people. I am very glad that at one time life brought me together with the wonderful actor Valery Zolotukhin. I am friends with another Zolotukhin - Dmitry, he played the young Peter I in the film by Sergei Gerasimov, with the Polish director Krzysztof Zanussi. I consult for television programs on science and technology.
By the way, I first appeared on TV back in 1968 - and immediately on the “Time” program. He very thoughtfully chose toys at the Luzhniki fair, which attracted the attention of the correspondent who was doing a story about the New Year. So you could say I'm a TV veteran! In general, he visited television in ten countries, participated in the creation of hundreds of television programs, and gave more than a thousand lectures. Including making programs on military history with Andrei Rostotsky. He was a consultant to the television and radio studio of the Ministry of Defense.
My dream is to hold a theatrical conference on pirate literature for schoolchildren in our library. I mean sea pirates and Stevenson's works. I like to attend the “Night at the Museum” and “Night at the Library” events, and at exhibitions at the Vladimir-Suzdal Museum-Reserve, where there is a creative intersection of different spheres of culture.
I would like the program “Museum Lovelace” to appear on one of our TV channels. When the story is told on behalf of a young man who is trying to attract the girl he likes. For example, about the love of Saltykov-Shchedrin, who married the daughter of the Vladimir governor, or the story of the “haunted house”...
There is little time left for family. I don't go to Moscow often. My wife and sometimes my daughters come. The wife is a famous economist, professor at Moscow State University, and author of hundreds of scientific papers. The eldest daughter received two higher educations - economic and psychological, and is now entering graduate school. The youngest has been drawn to veterinary medicine since childhood. Now he is studying this profession.
We have two cats, three dogs, two degu squirrels and a shrimp, which has been living safely in a sealed aquarium for 11 years - such a model of the biosphere of our planet. She signals her health with color: when everything is fine, she turns red.
- What worries you most as a person and as a lieutenant governor?
- The increase in alcohol consumption among young people and the emergence of new life-threatening smoking mixtures, from which children have already died in our region, are alarming. Your first experience here may be your last in your life. We have set a goal to hold explanatory meetings for parents in all schools in November.
New restrictions need to be introduced on alcohol. Our actions and appeals are relevant only for part of the population. For some categories of consumers, unfortunately, only administrative prohibitions are effective. Regarding prohibitions, we also have some national character traits.
Let me give you a case from the history of Russia at the beginning of the twentieth century. In one Volga town, the townspeople had a habit in winter of crossing to the other bank on the ice, so as not to go to a distant bridge. During one of the warm winters, the authorities put up a notice: they say the ice is weak and it’s dangerous to walk. They even posted a policeman. When the policeman pulled another drunken drowning man out of the hole, he began to yell indignantly: it’s bad you didn’t let me in, you should have punched me in the face!
There are many events happening in the social sphere. I constantly switch from one topic to another. It's difficult, but also exciting. At some point you are sitting with scientists, later at a boxing tournament, then at a teacher competition. Here you talk about training personnel for the baking industry, and here you open a theater festival and watch a theatrical skit. My work gives me the opportunity to communicate with many talented people from different professions and help them. It feeds me with new ideas, makes me come up with new projects, and I love it.

Operatives of the units for combating economic crimes and combating corruption did not identify any signs of crime during the purchase of medical equipment for the Gus-Khrustalnaya central city hospital. Deputy Governor of the Vladimir Region for Social Policy Mikhail Kolkov said this in an interview with Zebra TV.

At the same time, Kolkov said that the chief doctor of Vladimir City Hospital No. 6, Marina Krylova, was reprimanded and instructed to eliminate the conflict of interest that creates the preconditions for corruption crimes in the field of procurement of medical equipment.

Let us recall that a week ago, a resident of Vladimir, Sergei Plaksin, the husband of Anna Bobrikova, after a difficult birth in the Perinatal Center, in response to his appeal regarding signs of corruption in the field of public procurement for the needs of the healthcare system of the Vladimir region, namely, inflated prices for equipment purchased with public money, components and consumables.

The response from the Prosecutor General's Office named the following state healthcare institutions: “Regional Clinical Hospital”, “City Clinical Hospital of Emergency Medical Care of Vladimir”, “City Hospital No. 4 of Vladimir”, “City Hospital No. 6 of Vladimir”, “Central City Kovrov Hospital”, “Gus-Khrustalnaya Central City Hospital” and “Alexandrovskaya District Hospital”.

Sergei Plaksin pointed out that, for example, the Kovrov Central City Hospital bought a “network cable” for 89 thousand rubles. He also drew the attention of the Prosecutor General’s Office to the fact that the son of the director of the regional health department, Alexander Kiryukhin, Mikhail, at the time of supplying equipment to hospital No. 6 in the city of Vladimir, worked in the company that supplied special medical equipment to this institution. The prosecutor's office established that Mikhail Kiryukhin could not influence purchases, but in this company - NPVL Liana LLC - the son of Marina Krylova, the chief physician of Hospital No. 6, was responsible for tenders.

Plaksin last week reported to Zebra TV that according to all these facts “OBEP and FAS really work”.

Deputy Governor of the Vladimir Region for Social Policy Mikhail Kolkov responded to the information disseminated by Sergei Plaksin. The Zebra TV interview took place at his request.

“HERE THE CONVERSATION IS MUCH WIDER AND MORE INTERESTING”

Mikhail Kolkov explained that in this story everyone pays attention to the information about inflated prices, but few people know that very often the initial prices when bidding for the purchase of medical equipment are recognized as underestimated. In any case, neither the health department, to which all medical institutions of the Vladimir region are subordinate, nor the department of property and land relations, which conducts the auction, can influence the price - it is set by the manufacturers. Another thing, Vice Governor Kolkov emphasized, is that chief doctors do not always properly survey market participants about the price range:

“It doesn’t disclose a position like “we would like to purchase such and such a device at a price of, say, no more than 9 million rubles, and the power cord for it at a price of no more than 100 thousand.” There is none of this. It talks about the price that goes into the whole set, and when items related to the cord, cable, and so on appear, this specification, which is provided as part of the commercial offer already at the time of bidding, is provided by the supplier. And, according to the law, neither the health department nor the property relations department, which conducts the auction, can make any amendments to this documentation... But in general, the cost of what was purchased, the cost of the kits themselves, is within the limits recommended by leading price manufacturers . This is the nuance and truth of life today.”

Mikhail Kolkov admitted that the fact of inflating the initial price of a contract for the supply of medical equipment contains the threat of committing a corruption crime, but often no crime occurs. In particular, this is proven by the story of the Gusev Central City Hospital. After Sergei Plaksin appealed to the Prosecutor General’s Office, UBEP operatives seized procurement documentation from the institution, and a few days later returned all the materials to the chief doctor. If there was something unclean there, the documents would not have been returned, Kolkov emphasized:

“And these inspections, they are not the first, they are not the last, because this is an industry in which, indeed, quite serious public money circulates, and the task of the prosecutor’s office, the Accounts Chamber, and the main budget administrator - the Department of Health, of course, - to spend them efficiently... But this [inflating or understating the contract price] is not a perfect crime, let’s say; this is a situation that can lead to its commission. This is what we need to talk about here when we read the documents of the Prosecutor General's Office... Well, and, of course, in the case of our Internet community, we often deal with a certain bias, when, say, some facts associated with overestimation prices for cords, they are replicated many times, while others remain aside; understandably, they may be more complex in explaining what I'm actually trying to do now."

    Having become acquainted with the latest publications, in particular on Zebra TV, dedicated to the so-called corrupt procurement in medicine, I thought that it was necessary to popularize some positions here and explain what actually remains outside the attention of the public, because in fact the conversation here is much broader and more interesting

    There are some simple points that just need to be clarified

    I’ll even give an analogy of how this or that phenomenon is sometimes perceived by the public consciousness

    Once, one very serious newspaper, I think it was even Kommersant, long ago, in the 90s, published a photograph of a child’s face behind bars - a metal grid through which children’s eyes look intensely. This was in one photo, and on the other strip there was the same photo, but with a further departure, that is, a wider shot. And if from the first one one got the impression that this was a child deprived of freedom, looking with tense eyes at the world around him, then in the second photo it was clear that this was a goalkeeper in a hockey mask with a lattice visor waiting for them to throw the puck at him on goal

    This example allows you to better understand how important it is sometimes to push the boundaries of a particular issue.

    Let's say, what's on the surface [in reports about corruption-related factors in procurement for the needs of the healthcare system of the Vladimir region]? The question is that, when making purchases in a number of medical institutions, the price for individual components, say, for a power cord, exceeded 100 thousand rubles, for a connecting hose - 80 thousand. I may be wrong in some positions, but the essence and order are something like this

    What is important to note here? Is it really? True. It’s only when a hospital holds an auction, or rather, forms a task for holding an auction, because the auction is conducted by the department of property [and land] relations [of the Vladimir region administration], there is no disclosure of a position such as “we would like to purchase such and such a device.” at a price of, say, no more than 9 million rubles, and a power cord for it at a price of no more than 100 thousand.” There is none of this. It talks about the price that goes into the whole set, and when items related to the cord, cable, and so on appear, this specification, which is provided as part of the commercial offer already at the time of bidding, is provided by the supplier.     Moreover, yes, indeed, in the documents of the prosecutor's office it is noted that for a number of items there was a multiple increase in price, but there is also a second side to the issue, this is also noted in the documents of the prosecutor's office, that, for other items, there is an underestimation of prices. Why this happens is the question of how today institutions can purchase certain devices, equipment and components for them, because there are a number of points that limit the cost of purchases through the Compulsory Health Insurance system to 100 thousand [rubles], while at Individual components for high-tech equipment can be purchased at a price of either 7 or 8 million. This is our practice

    So, according to the materials of the inspections that were carried out by the prosecutor's office - by the way, many thanks to the prosecutor's office, because they are carrying out colossal control work, because the number of contracts that are concluded through the Department of Health is several tens of thousands - and inspections, indeed, in a number of contracts, points were established related to both overpricing and underestimation

    But, you see, I return to my hockey-newspaper example, when you know that there is not only overpricing, but also underestimation, the overall picture begins to look a little different. Moreover, I am now saying that no one sets specific prices for components, I mean our [health care] institutions.

    What are the violations associated with setting the starting price? The violations consist in the fact that in a number of cases, the heads of medical institutions did not ask market representatives about the possible price range, that is, there was no documented wide survey on the prices of the offered equipment. But in general, the cost of what was purchased, the cost of the kits themselves, is within the limits recommended by leading price manufacturers. This is the nuance and truth of life today

    [Health care institutions] are inspected not only by the prosecutor’s office, but also by the Department for Economic Crimes. For example, in Gus-Khrustalnaya Hospital - after the work of the prosecutor's office, the UBEP also checked. I checked the procurement documents, and the documents that were taken for verification were returned a few days later, that is, I did not find any issues related to the corruption component of the UBEP in this case. And these inspections, they are not the first, they are not the last, because this is an industry in which, indeed, quite serious state money circulates, and the task of the prosecutor’s office, and the Accounts Chamber, and the main budget manager - the Department of Health, of course - spend them efficiently

    But it must be said that during the procurement, which, by the way, was criticized, stands were purchased that allow operations on internal organs, and several hundred such operations have already been carried out to date, that is, we are talking about equipment that is in demand in medicine

    And, of course, here it is important for us to understand that when we talk about the shortcomings of institutions in setting the initial price... Here the chief doctor says: “We interviewed a number of leading manufacturers.” “Interviewed” is not a document; written surveys and price justification [are required]. And this constitutes the content of the recommendations of the Department of Health, which are formulated for the heads of institutions. Today this is, among other things, an anti-corruption measure, because, indeed, one can find a corruption component in this case

    But this is not a perfect crime, let's say; this is a situation that can lead to its commission. This is what we need to talk about here when we read the documents of the Prosecutor General's Office

    Well, and, of course, in the case of our Internet community, we often deal with a certain bias when, say, some facts related to inflated prices for cords are replicated many times, while others remain aside; understandable, they may be more complex in explaining what I'm actually trying to do now

NO CONFLICTS OF INTEREST REPORTED

Mikhail Kolkov said that “those who in this case made an attack on the family ties of our chief doctor should apologize to him”. Let us clarify that we are talking about the director of the health department of the administration of the Vladimir region, Alexander Kiryukhin. They should apologize to him for the fact that the prosecutor’s office did not establish that his son Mikhail Kiryukhin could influence the supply of medical equipment to Vladimir City Hospital No. 6. But the chief doctor of this institution, Marina Krylova, was reprimanded for not informing higher management about a possible conflict of interest, since her son, who works at NPVL Liana LLC, which supplied equipment to this hospital, was directly responsible for government contracts:

“The prosecutor's office recorded a situation that could contribute to the emergence of a conflict of interest. Whether there is a conflict of interest or not is determined by the administrative commission, and the prosecutor's office makes a presentation. What was the violation? The fact is that she would have to report a possible conflict of interest, that is, she would have to report that her son occupies a corresponding position, or a relative occupies a position in an organization that supplies equipment. After all, there are so many cases when a patient comes with a prescription from a Moscow doctor, a serious doctor, a highly qualified professional, and a prescription for a modern medicine made abroad, and here analogues are offered. They tell him that there is a medicine that is a synonym or analogue. He says: “No, I don’t need it. I would like this, please, the Moscow doctor prescribed it for me.” And this is regardless of the fact that it is several times more expensive. In this situation, whose side will you be on? Probably on the human side, and probably it will be right. But we must keep in mind that this, again, affects the efficiency of spending funds

    Or, say, when the same Plaksin talks about the fact that, in principle, there are violations regarding the high cost of the connecting cable, he correctly says that there are violations, only in this case I explained how it occurs, what it is made of arises, and that in fact it is a violation that occurs when the supplier deciphers the price, it is not the price set by the hospital itself
