What is SNILS and why is it needed?

Many people have no idea about the true definition of SNILS, what it is, replacing the word with the definition of an insurance certificate. In fact, the abbreviation hides the decoding of the real meaning: the insurance number of an individual personal account.

Thus, when requesting SNILS, first of all we are talking about an individual identification number assigned to each Russian citizen when registering in the pension insurance system. In the future, this number will help organize and track the deduction of insurance contributions for compulsory pension insurance.

The number is a digital combination of 9 characters and is stored throughout life.

Most often, the need to determine SNILS, what it is, arises when registering a person: employment, admission to an educational or medical institution, etc. Among the documents that need to be provided, SNILS is often indicated, meaning the document itself that confirms the assignment individual number.

Despite the fact that the document does not have a photograph of a person, it is included in the list of personal papers along with a civil passport. The nine-digit combination encrypts important information about the citizen, and on the document itself you can find the following information:

  1. Full Name.
  2. Birth information (date, place).
  3. Date of receiving.
  4. The number under which the citizen is registered in the insurance system controlled by the Pension Fund.

Like the passport number, the citizen’s insurance code is unique and allows you to track all contributions to the Pension Fund throughout life. Registration of minor citizens is associated with the need for computerized unified control of a person in the process of life.

There are many situations when SNILS can be useful:

  1. Accounting for incoming pension contributions that guarantee the implementation of social rights, including receiving a pension upon reaching a certain age.
  2. Identification of a person when registering public services, including remote online services.
  3. Receiving medical care.
  4. Registration of social services and benefits within the framework of current legislation.
  5. Checking information about a person in government online databases: calculating taxes, fines, and various payments.
  6. When preparing other important documents, you will also need to provide SNILS.

In addition to interaction with official government agencies, the document is needed:

  • when concluding legally important papers, contracts with organizations and ordinary individuals;
  • employment at an enterprise with a provided social package for the employee;
  • re-issuance of an old-style compulsory medical insurance policy to a universal UEC card.

Almost any area related to the implementation of any civil rights requires the presentation of an insurance certificate.

The need to obtain an insurance certificate appeared in 2002, when the document began to be issued to employed citizens who had reached the age of majority.

At the moment, every citizen, including minors, is required to obtain a SNILS. The responsibility for obtaining a certificate for a child rests with his legal representatives - parents, guardians.

The competent authority that registers a new citizen in the insurance system and issues a confirming certificate is the Pension Fund (based on an application from a capable citizen, and in case of incapacity, this procedure is performed by his representative).

A plastic card is issued in the shortest possible time upon presentation of only the citizen’s main document - a passport or birth certificate.

The obtaining procedure is very simple:

  1. An application filled out on a special form is submitted to the Pension Fund.
  2. After 16 days, a completed certificate is issued confirming registration in the pension insurance system.

Obtaining a certificate can be organized or individual, without charging any payment. Most often, organized submission of documents is practiced in children's institutions, when parents are absent or were unable to apply earlier, or by an employment organization. SNILS is issued individually by entrepreneurs.

The main place for submitting an application for registration is the territorial branch of the Pension Fund, however, it is possible to organize the reception of applications for the issuance of a certificate through multifunctional centers. You need to clarify information about the procedure for receiving applications directly at your place of residence.

No special preparation is required to apply for a certificate. It is enough to have a passport confirming the person’s identity and citizenship.

If SNILS is issued for a child (for example, after birth), SNILS is issued immediately after the first document in the newborn’s life is received - his birth certificate.

There are other options for documents that can confirm the identity of a citizen:

  • military ID;
  • seaman's passport;
  • officer's ID;
  • a document confirming release from prison;
  • refugee certificate;
  • certificate of residence permit;
  • passport for traveling abroad.

Any document that can confirm a person’s identity will be sufficient when applying for the issuance of SNILS.

What is SNILS, decoding

SNILS is an individual insurance number (this is the abbreviation), which is indicated on a document that is a card (plastic) that all Russian citizens must have. Why do you need SNILS? It is required primarily when:

  • employment,
  • formation of a future pension;
  • registration of various types of benefits and social benefits;
  • for the purpose of identifying individuals on the State Services website, etc.

The pension insurance certificate contains the following information:

  • Full name of the insured person in the compulsory pension insurance system;
  • place/date of birth;
  • date of registration in the OPS;
  • number.

Receiving SNILS

You can obtain an insurance certificate from the Pension Fund by providing the documents required by law. The category to which a particular citizen belongs determines who exactly will be involved in obtaining an insurance number, in particular:

  • the obligation will be assigned to the employer, provided that we are talking about employed persons;
  • personally the citizen himself, if this is a non-working person;
  • parents (or persons replacing them) if it is necessary to obtain a document for a child under the age of 14;
  • Civil registry offices if there is a special agreement with the Pension Fund at the time of registration of the baby;
  • educational institutions in which the child is studying.

Whatever category of citizens we are talking about, the issuance of insurance certificates is entrusted to the Pension Fund of the Russian Federation, which is given 21 days to issue this document. If the application for an insurance number is submitted in person, then you will have to obtain it in the same way. In all other cases, the receipt is handled by the responsible persons.

What documents are needed for SNILS

An insurance certificate is obtained upon presentation only of:

  • passport, or a document replacing it and identifying the citizen;
  • questionnaire (for which a special form is provided);
  • a list of the attached papers when they are submitted by third parties.

This list is provided by law.

If you do not have a passport, you can provide a replacement document, in particular: an officer’s or refugee’s identity card, a foreign passport, a certificate of release, a military ID, etc.). If lost, you must make sure that there are no mistakes in the passport, such as a mistake in the surname.

If the receipt of the certificate is carried out with the participation of third parties, then upon transfer to the insured person, the employer must hand it over within a week against signature (according to a special statement), which must subsequently be returned to the Pension Fund.

In situations where the employee has already resigned by the time the document is received, a notification is sent to him at the registration/residence address indicated by him, which contains information about what is with the employer.

If it is impossible to deliver it to the dismissed employee, the document is stored in the latter’s personal file in the personnel department of the enterprise.

The insurance number of an individual personal account is issued once; replacement is provided only if there are changes in personal information. And if you lose it, you need to contact the Pension Fund to get a duplicate.

Questionnaire for obtaining SNILS

It was mentioned earlier that an insurance certificate of compulsory pension insurance is issued upon submission to the Pension Fund of the Russian Federation of a package of documents, including a questionnaire in the established form.

It reflects information that will subsequently be entered on the plastic card itself (SNILS), the questionnaire also contains:

  • address of registration and actual residence of the insured person;
  • phone number;
  • passport details;
  • date of completion and signature.

The form must be filled out independently or by an inspector from the HR department (if the employer is in charge of obtaining the certificate) and in block letters.

By the way, when applying in person, you do not need to fill out the document yourself; this will be done by representatives of the Pension Fund of Russia, and the adult citizen only has to sign, otherwise this will be done by the representatives of the minor.

Dates for issuing SNILS

The time frame may vary and for employers it can take up to 3 weeks; if issued after a personal application by a citizen, it can take up to 14 days, and if the application is placed electronically, the insurance certificate is issued on the same day.

In connection with a number of legislative reforms in the information exchange system, starting from 2011, all government departments use personal identifiers that belong to citizens of the Russian Federation, including children. What does the new SNILS look like?

The Pension Fund of Russia has begun issuing a new type of insurance number, but this does not mean their mass replacement; their owners will be those who receive the document for the first time, restore or replace it. Of course, if you wish, you can apply for a duplicate on your own initiative, replacing the old card with a new one.

The territorial body of the Pension Fund of Russia issues an insurance number of an individual personal account to all Russian citizens who are registered in the pension insurance system, including children, unemployed citizens, and military personnel upon application.

What does SNILS look like?

SNILS is a laminated green card, which contains the following data of the insured person: the insurance number of the individual personal account (SNILS), the last name, first name and patronymic of the insured person, the date and place of his birth, gender and date of registration in the individual pension insurance system. If the insured person's personal data changes, he must apply within 14 days to the territorial body of the Pension Fund of the Russian Federation with an application, where he will be issued a new insurance certificate with changed data, but with the same individual personal account number.

Why do you need SNILS?

SNILS is necessary when applying for a job, since the employer, according to the law, will need to transfer pension insurance contributions to the Pension Fund to the personal account, which, in turn, will become the basis for the employee’s future pension. If, when applying for a job, the employer did not require the employee’s SNILS number, this may indicate that the employment will not be considered official, and therefore, contributions for the employee to the Pension Fund will not be made. In turn, this may affect the size of your future pension. In addition, SNILS is also necessary when receiving various social benefits, birth certificates, and maternity capital. Without it, it will also be impossible to receive government services electronically via the Internet. Payments of pensions also require the citizen to have a certificate of insurance in the pension system.

Why is SNILS for a child?

Many people wonder why a small child should issue a SNILS. From January 1, 2015, it is planned to introduce a Universal Electronic Card (UEC), which will include identification and payment functions. It is planned that it will replace SNILS itself, compulsory medical insurance policy, TIN, bank card, as well as many additional functions. Such a card will be issued to all citizens and will be based on the SNILS number as a single identifier. Thus, insurance of children in the pension insurance system is carried out with a reserve for the release of UEC in the future.

Prospects for SNILS

The legislator clearly outlined the trend of “development and promotion” of SNILS in the Russian Federation. Let us note the main directions:

  • If earlier (and until 2015), in accordance with the federal law “On compulsory pension insurance in the Russian Federation” dated December 15, 2001 No. 167, SNILS should have been received only by foreign workers under an employment contract - fixed-term (at least 6 months) or unlimited citizens and stateless persons temporarily staying in the territory of the Russian Federation; then, from 2015, the category of recipients will include all foreign citizens and stateless persons temporarily located in the territory of the Russian Federation, regardless of the length of their work.
  • The SNILS number is an identification number for a universal electronic card, which is gradually being introduced into circulation in the Russian Federation and subsequently, according to forecasts, will replace many documents - in particular, TIN, SNILS, etc.
  • More and more government services are being linked to the SNILS number.
  • The pilot project, which provides for the conclusion of interdepartmental agreements between the civil registry office and the Pension Fund on the exchange of information, should lead to the fact that SNILS numbers will be assigned to newborns immediately after their registration with the civil registry office.

How to use SNILS?

Until 2013, information about your pension savings was sent by letter from the Pension Fund.

Since 2013, this service has been of a declarative nature. If you want to receive information about savings, you can contact the Pension Fund with a corresponding request or obtain such information through the government services portal.

SNILS is also required as an identification number when registering on the government services portal. If you do not have it, then registering and receiving government services via the Internet is impossible.

If you still don’t have SNILS, you can get it in the following ways:

  • Through the employer when applying for a job.
  • When contacting the Pension Fund in person.
  • Through the administration of the educational institution (if SNILS is needed by a child or student).

SNILS is the individual personal account number of an insured citizen in the compulsory pension insurance system.
